Introduction
All principal applicants under this scheme must provide evidence of their identity and their undocumented residency in the State for either three or four years immediately prior to the opening of the scheme on the 31 January 2022 (please see criteria for scheme).
All eligible adult family member applicants must provide evidence of their identity and their undocumented residency in the State for at least two years immediately prior to the launch of the scheme on the 31 January 2022.
All eligible minor children must provide evidence of their identity and their residence in the State immediately prior to the publication of the scheme on 13 January 2022.
Children up to 23 years, living with their parent(s), can be included in a family application.
If you are applying as a family unit, you must also provide evidence of the relationship between family members on the application form.
It is vitally important that you complete the application form fully and correctly and that you submit it and all of the documentation required on or before the closing date.
Identity documents
As part of the application process, Immigration Service Delivery (ISD), must be able to confirm the identification of all the applicants, who submit an application.
Here is the list of identity and other supporting documents which will be accepted. You are required to submit a copy of at least one of the following documents per each applicant/ family member:

If you are successful in your application, you will be required to have a valid passport, to register your permission at your local immigration office. If you do not have an in-date passport, it is recommended that you apply for a new passport from your local Embassy/Consulate as soon as possible.
Residency documentation
The scheme is open for long-term undocumented migrants and their eligible dependents. All applicants must submit at least one document for each year that they were living undocumented in the State, in line with the required undocumented residency criteria, i.e. single applicants must submit a document for each of the four years they resided undocumented in the State prior to the launch of the scheme on the 31 January 2022.

All eligible adult family member applicants must provide evidence of their undocumented residency in the State, living with the principal applicant for at least two years immediately prior to the launch of the scheme on the 31 January 2022, and evidence that they continue to live undocumented with the principal applicant up to the date they submit their family application.
All eligible minor children must provide evidence of their residence in the State immediately prior to the publication of the scheme on 13 January 2022.
If you or a member of the family for whom you are making an application, have one document that covers more than one year that you have been undocumented in the State, for example, a letter from school principal, this will be accepted.
You may also submit a document that covers more than one person from your family for the required time period, for example, a letter from school principal which lists all children who attend or a joint bank statement in both applicants’ names.
The below is not an exhaustive list of documentation accepted and consideration may be given by the Department to accepting other forms of verifiable evidence where appropriate.
- Previous Irish Residence Permit (IRP) card or GNIB Card, or
- Previous permission letter issued by the Immigration Service Delivery (formerly Irish Naturalisation and Immigration Service (INIS)
- Social Protection Statements, for example, evidence of receiving the PUP payment, children’s allowance
- Utility bills (that is, from electricity/phone/gas/cable television/broadband provider/mobile phone bills)
- Registration with the Residential Tenancies Board
- Employment Detail Summary/P60/P45/P21s; or equivalent
- Marriage/civil partnership certificates carried out in the State
- Evidence that the applicant sat the Junior Certificate and/or Leaving Certificate exams in Ireland
- Evidence that the applicant attended University or Third level college
- A letter from a school principal in Ireland, confirming child’s attendance at a school if it was in the past three years
- Letter from doctor/hospital in Ireland
- Vaccination passport for children, or Covid 19 vaccination card
- Statements or other correspondence from bank/building society/credit union including e-Statements with activity in the country (Statements from store cards/catalogue companies are not acceptable)
- Proof of money transfers between the applicant and a third party, carried out at a money transfer facility in the State, for example, Western Union
- Correspondence from an insurance company regarding an active policy (Home or Car Insurance Policy Only)
- Other official correspondence from an Irish state agency, for example:
- Government departments
- HSE
- Register of Electors/polling card
- CAO
- An Garda Síochána
- Public / Private hospitals
- Residential Tenancies Board (RTB)
- Secondary school /training agency
- NCT Reports or reminders
- An Post
- TV Licence
- National Government Health Screening Programme(s).
- Other acceptable official documentation
- Letter from employment company confirming employment and duration on official company headed paper. Letters from private individuals will not be accepted.
- Letter from your local Embassy/Consulate based in Ireland, on official headed paper, highlighting any interactions with you, including passport renewals
- Letters from local medical clinics on official clinic/hospital/consultant headed paper
- Evidence of attendance at Training/language courses on official school/college headed paper
- Evidence of membership with local County Council Library, on official headed paper.
Evidence of relationship between applicants on a family application
For adults in a family application we will accept the following documentation:
All marriages/civil partnerships must be recognised by the State. A polygamous marriage is not recognised by the State and will not be acceptable under this scheme.
In order for your application to be processed as that of a defacto partner in the family application, you must submit the following documentation, to show that you have been in a relationship and living together for more than 2 years, prior to the launch of this scheme:
Family applications with children
Proof of a family relationship is required for a spouse/civil partner or de facto partner and all children included in the application, including those of a spouse, civil partner or de facto partner. It is your role as the applicant, to provide this documentation to demonstrate compliance with the criteria of the scheme.
In certain cases where reasonable doubt exists, you may be asked to provide DNA evidence to prove this relationship. Only DNA evidence from a recognised service provider will be accepted and you as the applicant will have to pay for this DNA test. There is no obligation to submit a DNA test if requested. If you decide not to submit a DNA test, a negative inference may be drawn, which will be taken into account, when we are making a decision on your application.

Letter of authority for a legal representative
If you decide to use a solicitor or a non-Governmental Agency to submit your application, your legal/NGO representative must attach a letter of authority. This letter must be signed by you and any family member over the age of 18, giving them the authority to submit an application and correspond with ISD on you and/or your family’s behalf. If there is a minor child included in the application, you as the parents can sign the letter of authority on behalf of the child.
Please note that the principal applicant in a family is able to submit an application for the other members of the family resident with them in the family application. You do not need to submit a separate letter of authority for the other family members where they are your spouse/civil partner/ defacto partner or child under 18 years of age.
